I do have to say that from what they teased on their facebook and website that everything that is being invested and put into the game is for sure worth the small price it'll be and even smaller price maybe for existing owners? I hope?
At this time all I can do is speculate from an outside prospective like yourself to what Constructor Plus will be, I Too hope all of those requests are somewhat added.

As far as content is concerned, we have lots of new missions that should keep even the most Constructor-crazy fan busy for quite some time. We also have many new levels, with plans for additional ones after release (as with missions, too), so there will be no shortage of content. There are also new buildings (some with special uses)... more on this closer to the release as we have a particularly unique surprise in store for everyone.
Extra tenants are interesting, but if we add them then we would want to do so in a way that is not superfluous. The existing tenants cover all of the bases very well, and as we have since repurposed the skyscrapers into their own special set of buildings there are no need for tenants to populate those... At this stage, not at the moment.
Again, as with tenants any new undesirables need to bring something new to the game in a meaningful way. The original undesirables are already quite diverse, and some such as Mr Fixit are even more useful in Plus because of some of the new buildings (you'll have to wait and see why). That said, there is a quasi-undesirable that also has value for the utility it can bring to one's town. Going forward we definitely have ideas. :)
In short, if you want new missions, levels (including 3 space themed ones), buildings (some with special purposes) and more missions than you will probably care to finish... you are covered. :)

You can't make Mr Fixit more useful, he's already the greatest character in Constructor :D

Yup! :) Just need to set it up with Steam when we go live. We'll keep everyone updated once we're ready to release on Steam.
We will be doing it for PS4 and Xbox One as well (in case anyone owns it on that), but it will be a little more complicated because of the physical versions. We'll work something out, though.

Knowing Steam, I'm guessing it will be done with a coupon sent out to everyone who already has Constructor in their library.
The price for existing owners will be £10 and it is planned to remain as such for a month after the release of Plus.
For anyone who does not use/does not want to use Facebook, and is not following our Constructor page please see below for a TLDR version of our recent announcement.
Featuring a wealth of new modes, worlds and Undesirables, Constructor Plus will offer the consummate city-building experience in both familiar settings and previously unknown terrains. No other construction simulation will let players decide how to use a Psycho-Gimp to get one over on rival property developers on Mars.
Constructor Plus will include over 138 buildings to chose from (almost three times the amount seen in last year’s Constructor HD, which had just 43), with 17 worlds to approach (rather than the five worlds available in the last game) including the stunningly realised outer space worlds and all the weird hilarity they offer.
Meanwhile 65 new pre-built cities, as part of the quick start missions, will be available for players to jump into and expand upon, while the new Mission Mode brings 15 different story missions. We will also be debuting the new Casinos and Retail Units (Specialised buildings which not only provide passive income, but also give your town a boost in certain other areas!)

did you just confirm new undesirables?
The point about the undesirables was primarily directed at the Switch owners for whom Constructor Plus would be the first version of the remake that they would be playing, but it's definitely an area amongst others we'd like to continue to explore post-release. The main thing is to ensure that any new undesirables do not completely replace existing ones in terms of function, but also to ensure they are fun to use and bring something new to the game.

That is an interesting feature, but probably better as an undesirable function. :P That said, you were always able to do something like that in Street Wars when you deliberately placed bodies inside the businesses of tenants so that they would get raided.
