Check that you aren't giving him evergreen trees instead.

to stop complain from level 3 eldery you need this
a. if you have a dog - put double window
b. puta solid fence
c. put 1 evergreen and one deciduous tree
this should shut them up

its like a loop of fences
if i put a dog in thier garden , they ask for a solid fence
if a solid fence is up they ask fo a picked fance
i need to put 3 times fences to shut them up , any ideas?
The nerds only perform the check for the picket fence once. Example:
I build a house and build a brick wall - they will complain shortly after moving in. (1st check based on condition)
I build them a picket fence - complaint solved.
I now give them another fence and they will not complain again.
OR
I build a house and give it a picket fence - no complaint.
I build them a different fence - they will demand a picket fence. (1st check based on condition)
I build them a picket fence - complaint solved.

They should be complaining about another picket fence but as this is only checked once per house this is not happening. This also means that subsequent nerd families will not complain about the fence regardless of what you have built!
It's all about managing tenant preferences. Because aside from hostile rivals annoying tenants are the main challenge of this game.
You can place a gangster in their garden and he will patrol the garden. :)
You could also keep a spare worker or two for fending off take-overs.

Well, thats one of my issues with this game. Annoying tenants is indeed a chalange, but only on the first couple of runs. After some trial and error, it gets easy. I guess that having their complaints with audible speech limits the number of complaints each tenant could have. You could randomize items needed, create a lot of variables regarding the neiborhood, but you really can't do that if everything needs to be recorded.
