Dylan Holsom Twins "conversation" in the DLC

So, supposedly there's a point where Dylan talks to Duke about the Holsom Twins in the DLC and Duke, again, supposedly, expresses regret at not being able to save them in a rare display of emotion.
Anyone ever manage to get this to trigger? If so, where, when and how? It's listed on the wiki for whatever that's worth but it doesn't say anything aside from that it exists.

Wait, that's it? Seriously? That's disappointing, and means the wiki entry is just ♥♥♥♥♥♥♥♥.

The entry in question is : "Despite his callous final words to the doomed twins, it is revealed that Duke was emotionally affected by the twins' deaths during a conversation with Dylan in The Doctor Who Cloned Me."
