Chapter 6 softlock?

I began Chapter 6, and there is no objective marker. I have nowhere to go next. So I looked up a walkthrough and apparently Chan Chueng is supposed to call me to initiate the next objective. Well, I’ve waited a few more minutes and… it’s not happening.

Is my entire save file just borked now? Like do I have to start over?

I've had a similar bug in a different mission.

Restarting the game fixed it.

Sadly, restarting the game hasn't worked for me. I think I'm just stuck.
