Stuck on 58 fps?

I revisited lego games and Lego City undercover looked cool and plays cool but for some reason when i change the setting from 60Hz to 144Hz it doesnt change anything.I am seeing the fps from steam from the top left And when i press ALT + R it shows that my game doesnt show my fps, the GPU Usage but in task manager it shows. I have a RTX 3050 ti and i do not know what the locked on 58 fps is. Can someone please explain what the problem is? I would be happy if someone is willing to help.

It was on 90 Fps.

I solved it in the following way:

Disable Vsync in the game options.
Set MAXFPS to 0 in the startup options.
In the Nvidia control panel, force the 60 fps.
