Data Scan Not Working?

I have all the Data Scan Upgrade bricks and have them activated but they don't seem to work. With Data Scan upgrades character tokens and missions are supposed to show on the map like this: https://guides.gamepressure.com/lego_city_undercover/guide.asp?ID=41413

Yet for me only the City Challenges like the Free Run missions and the super builds I need to complete show: https://i.ytimg.com/vi/i7ChF5-sbyw/maxresdefault.jpg

As I said everything is activated so what am I doing wrong?

They have to be discovered before they can appear on the map. So my guess is that you've either already collected them or haven't found them at all. Have you tried looking around with the data scanner?

When I bring up the map it's supposed to bring up all you see in the first screenshot yet when I bring up the map screen I only see what the second screenshot shows. No red bricks show, no character tokens show, no quests show unless in game I'm right next to them (if I ignore them they don't save for next time however).

Those aren't supposed to show up on the map, though. Just the minimap when you're nearby. The upgrades just allow you to locate them when you scan the area

How do I scan the area? Is it when I go first person?
