Basically its a port but they had to change a few things due to no Wii U Gamepad.
This is a remake, not a port.
But the PC version of course is a port from consoles (XBOX or PS4)...but not from the Wii U
There are new features (only in the remake):
-Can play local coop 2 players (this was not in the Wii U version)
-New 3D models (Car models as far as I can tell)
-New textures
-Most Nintendo items and references are removed from the versions for PS4, XBOX and PC. (I heard ther are still some nintendo references left, but I didn't find them yet so cannot confirm)
-Becasue of removing the Nintendo items and references, new items have been added instead.
And NO this isn't an Remake, this is mostly not even an Remastered. it is an Extended Port.
Btw, removing the Nintendo features ended up replacing the Mario tube to Lady Liberty Island with a normal beamer, Mario hat is now a police siren hat and
some Mario stars are now the 5 Rex Fury breakables, just to mention some of them.
If you're talking about 2 player CO OP, that wasn't added to the Wii U version for pretty obvious reasons, the Wii U version heavily required a Gamepad and Nintendo only allowed one of those to be connected to each Wii U at a time ergo 2p just wasn't possible.
