Game starts in tiny window in top left-hand corner (solved)
Lego City Undercover was running in about a 1" window in the top left-hand corner.

Solution: reduce Windows desktop resolution to 1920x1080. Native monitor resolution: 2048x1152.

thank you! Finally a solution! I did this:
1. I had to change the desktop resolution from 1920*1080 to lower (for example 1680*1050)
2. run the game (should now start normally at full screen on lower resolution)
3. set display settings in game and mainly the resolution to your desktop (mine 1920*1080)
4. exit game
5. change back desktop resolution to normal settings (mine 1920*1080)
6. run game again should now start normally at full screen in full resolution :D
GUYS THANKSSS

My issue was that, even though I could successfully set my resolution to 3440x1440, I could see my taskbar at the bottom AND there was about a half-inch gap on the right side of the screen where I could see my desktop behind the game. No idea why it would do that, but nothing I tried fixed it until I went through the steps above.

I have no idea why your solution helped, but it did, so thank you!!

I set my desktop resolution temporarily to 1900x1080, then set the game's res to that, then restarted the game and set it to 3440x1440, then exited and reset my desktop res to 3440x1440, then launched the game again... BINGO, taskbar gone, gap on the right side gone.
