Ultimates and stage ultras technically kill in this game, good examples being Agano's stage where the opponent is turned to stone and disintegrated, and ARIA's stage where they get thrown off a skyscraper (complete with a flaling animation the devs admitted was a reference to KI1's goofy flailing animation). With that said, the violence is more toned down like Killer Instinct 2's finishers were; that is, people are clearly dying in the ultimates/stage ultras, but the actual violence is still less when compared to KI1 (which was the most violent game in the series).
Of course the finishers in the new game are still way better than most of KI2's finishers, many of which were just "Get hit with projectile, then fall over and die" type of moves. I never agreed with the whole "Off-screen finishers" approach this game did (mainly as Guilty Gear has way a better approach of T-Rated finishing moves) but there is techinically more variety than what KI2 offered in that many finishers aren't the exact same thing.

In fact, you made my day...
Ultra in here are the same as ultra combos in the old games: They are big combos used to end the match. You're confusing ultras with Ultimates, which are the actual fatality-type moves.
