In this case the term "smurf" refers to high-level players who jump into other versions or re-releases of a game to beat up new players while also pretending to be new to the game themselves (when in reality the smurf player has been playing that game or similar games for years).
In a nutshell: If you were to buy UMvC3 for online play, you'd get stomped by veterans who played the game since the PS3/360 days.
With that said, you said you wanted a game for mostly singleplayer? This would be the better option overall: UMvC3's main options for singleplayer are arcade mode, training mode (if you set the options to make it a proper VS. CPU mode) and Heroes and Heralds which is a less involved version of KI's Shadow Lords mode (though to be fair, H&H did come first).
KI's main options include story modes for the Season 1 and 2 characters, Shadow Lords which acts like a story mode for the Season 3 characters (though to a much lesser extent), and Shadow Labs which lets you train an AI "shadow" and also fight other peoples' shadows. Overall Killer Instinct feels more fleshed out overall, I've personally spent a lot of time fighter other players' Shadows in the XB1 version of the game, as player Shadows are far more fair than the normal AI IMO.
