If that doesn't work then the only other thing would be something like Xpadder, but that's kind of a shoehorned solution as you have to manually configure every button, and even then certain special functions might not be available.
I much prefer DS4 over Xbox controllers, especially for the D-pad. I was surprised to find MKXL works with native DS4 support on Steam. I can just plug it into a 3.0 USB slot and it's ready to go.
The reason is that Killer Instinct does not take directinput controllers, and that includes your DS4 and Hori PS4 stick. The other games you mention actually support the directinput API natively, that is not Steam's doing.
KI only takes Xinput, the API of Xbox controllers. In order to get your controllers working, you have to either emulate the Xbox 360 controller, or use Joy2Key to bind the buttons to the keyboard.
I did the first method in this guide and got my own DS4 working, so I'll post it below. NOTE: I'm only connecting one controller at a time.

P.S.: If you Hori stick has a PC/PS4/PS3 switch, set it to PC. And Steam DOES have DS4 support, but it's not ENABLED by default, you have to turn it on.
Works without any issue.
