Running windows in 480p, can't select the low resolutions in the game!

I'm trying to run the game in my arcade cabinet running Windows 7 in 480p.

In my laptop running 1080p, I can choose from r a rather generous range of full screen resolutions, from 320x200 up to 1920x1080p!

Unfortunately, when I try to select a full screen resolution with Windows set to 480p, I can only choose from 1280x960 and a few more above that. None of the low resolutions are available. And if I try to play it windowed, you can't scale the window, so the full play area isn't available.

Surely, this must be some kind of bug?
