Nothing to do with rarity, if you go through enough floors you're guaranteed to encounter every specimen room in EM.
Again if they want to have a threat early I think there are better ways to do. They could just make the first encounter always come very early.
I mean is there even a point to having a threat from room 1? Even if you would somehow die by some miracle to something that easy your score is only saved for every 100 room point you reach. If it is just to keep things interesting early on again I think there are better ways to do it.
