Well, FWIW, the original Japanese titles use the word 編 "hen" = "volume", as in 目明し編 "Meakashi-hen" = "Eye-Opening Volume". They're also reasonably called "arcs" by some fans. But for some reason, MangaGamer decided that "chapter" was the best translation. 🙄

It is...kind of redundant, yeah. So, how many arcs, 10 - 15?

How many arcs? There are quite a few, actually, even just in this collection known as Hou (6 of which haven't even been released yet in the Steam port, which will bring the total here to 14—assuming MangaGamer ever gets around to actually releasing them!!), but if you add all the console arcs, there are a lot. You won't find those on Steam, because they were made by other companies, and MG doesn't have publishing rights.

But I thought you wanted to know how many chapters there are in "Meakashi-hen". (Those are never called "arcs", to be clear.) I believe the answer is 14.
