Report a translation problem
Under options, make sure multiplayer or LAN are enabled, depending on how your friend is going to connect. These are under user options, not game creation options!
If the options are on, simply start a game! Campaign, or Free Play. Does not matter. Once you are in your game, your friend can click "Co-Op" and search the servers ((or local network)) for your game! You'll get a notification "So and so wants to join your game" and then you approve or deny.
To recap, start any game and as long as multiplayer is on under "options", people will be able to join your game.
Edit: One last note, you DO have to be "signed on" with the very top options in the main menu! If you each are signed on and have a name put in, you can do the co op : 3
