Took me some searching around, but I found a workaround:
Locate the file options.cfg in your home directory under AppData\Roaming\Kalypso Media\Patrician 4 Addon. Open the file in notepad(++) and scroll down to the section labeled [Language]. Change the line "Language = xxxx" to the desired locale ("enus" should be US english).
Nevertheless, this is a poor job by the developers and anything but a proper integration with steam. Making the assumption that users want to run the game in the same language their base OS is configured to use is just plain wrong.
ps: enus eh? people will make fart suonds when they talk now (sorry thats so stupid. couldnt stop myself)
I had the same issue and fixed it thanks to TombViper's workaround. I thought we could make a list of the available languages so that people have all the information they need on this thread:
frfr = french
dede = german
I guess it's safe to assume that the laguage setting consists of a two letter country code according to ISO 639-1[en.wikipedia.org] immediately followed by a two letter region code according to ISO 3166-1 alpha-2[en.wikipedia.org].
