I run win10 and a gforce 980 and an i5 2700K@4,6ghz with 16gig ram
The strange thing is, it ran absolutely smooth some years ago, but with the same rig.
I think i ran win7 ir 8.5 back than. I suspect that the issue comes from the Operating system. Unfortunately i have no ideo how to fix it..
And the same whit the mousecursor it's flickering too .?
Yes its flickering ... sadly
I don't even think it's graphical (at least in my case), because it's only the ships moving which is affected. They pause-move on both the map and in battles. Yet the clouds move perfectly smoothly across the screen, and the little people in towns walk around without pausing.
Interestingly, the Steam Special Edition doesn't seem affected, only Rise of a Dynasty does it on my end. Port Royal 3 runs fine too (same game engine) so I don't really get this issue. Restarting or changing game speeds does nothing to help in my case.
The stuttering occurs exactly when moving the mouse. And only then. If you don't move the mouse everything is perfectly fine.
A bit late but this might help. I have found a flickering mouse bug similar to what is described. For me the only thing that fixes it is using a lower resolution monitor.
On my 1440p monitor --> bug
on my older 1080p monitor --> no bug
