I hope it makes sence what i wrote
The ai definitely cheats in a percentage of the games. There are times when the ai counters every single move perfectly. I feel like you can tell by their first move.
Don't always use your best card (as other said, it is which beats most other cards), cuz if you lose it, and you got no backup plan, then the tide has shifted to the AI. I usually use my 2nd best cards, and only use my best card to clinch my 3rd victory.
Trick is to think ahead. I don't think the AI cheats, but rather, the game dev has predicted how we players would act. Sometimes when I'm in the lead, eg. 2 : 0, I use a random / opposing card to test their behaviour. And if we reach 2 : 2, then I'll use my best card and cross fingers!
Another alternative is to initially throw your weakest generals cards to weaken the AI's hands for the rest of the match. I might do this if the AI and I have similar value cards.
I won ~2/3 of the card matches, and I don't mind losing, as it could just be random.
