My advice? Get Tropico 4 Collectors Edition now, and wait until Anno reaches the £4-5 mark.
You do need to carefully read through each piece of DLC though, and definitely get the ones that interest you. Do get the DLC when they are on sale along with the game (often means you have to act Inside that 48 hour window)
Playing either game in just the strip-down stock version without any DLC would get old quick in my opinion.
I have All DLC for T4 and all but 1 or 2 DLC for A2070.
I'm honestly waiting for the new Simcity to come on sale [not on steam]. Maybe try Simcity 4 if you haven't already! I suggest reading about it, as the learning curve is somewhat steeper. No tutorial.. but once you've got the basics, the game is ALOT more satisfying than any other city builder. Gives you much more tools to create and try out things. It's a sandbox game though, no scenarios or anything.
