Posting to confirm Tropico 4 on Windows 8.1 do indeed needs the older DirectX 9.0c to run.
I had silent quits. Verifying files said it needed .NET but doesn't install. Manually checking windows programs show I do infact have .NET 3.5 installed. Uninstalled Tropico 4 and redownloading the game doesn't do anything. I read Metal Z Fang's post and decided to give DirectX 9 a try and ... IT WORKS :)
I thought having DX11 installed would've covered the older DX9 files ... weird way of doing things microsoft. GG.

That installer autochecks my DX, tells me I already have the latest version, and quits. It gives me no options at any point other than asking me if I want to install a Bing toolbar (who would?).
The version Aias linked asks me where I want to install the files. I have no idea where they should go, and neither does google a far as I can tell. Besides: I'm kinda leery of installing something off a third party website I've never heard of before. Would rather get it from MS if I can.

But I don't know yet if it will work. Does doing this roll back your entire DX, or just add missing DX files within/alongside the current version? I don't want to remove DX11 (thereby making a buch of other games unplayable) just so I can play this one game.
