It is a nebulous question because you can make money from so many different aspects.
Usually, it's not difficult to make money in Tropico if you are given a free hand to play as you want. Sometimes, it's better to choose traits that make the game more challenging, like flatulent, stupid, cheap, etc.

but honestly, with the exception of a few campaign missions or Modern Times missions, this game isn't too particularly hard, and using crappy traits really won't hurt you that much.
How I cam to power is usually "elected as communist" or whatever it is that maximizes farm workers.
