in sandbox it depends on what your focus is going to be, in the missions you should pick the traits to help the specific mission goals. There is a great walkthrough - tutoiral on IGN.com

It is a nebulous question because you can make money from so many different aspects.

Very basically, if you plan on a farm economy, pick communist/farmer traits. If you plan on industry, pick capitalist/industrialist traits. If you plan on a tourist economy, pick traits for tourism/development. Those are the "fast" tracks to money, although you could leave yourself open to invasion, religious or military attack, or to having stupid Tropicans, or rebellion because of low liberty, etc.

Usually, it's not difficult to make money in Tropico if you are given a free hand to play as you want. Sometimes, it's better to choose traits that make the game more challenging, like flatulent, stupid, cheap, etc.

I use this setup to maximize profits, as long as you have good land for sugar crops:

Backround:
Booze Baron

Trait:
hardworking
FInancial Genius
Plantador (DLC)

but honestly, with the exception of a few campaign missions or Modern Times missions, this game isn't too particularly hard, and using crappy traits really won't hurt you that much.

How I cam to power is usually "elected as communist" or whatever it is that maximizes farm workers.
