Cost: $10,000
Requirements: An Immigration Office and excellent relations with China.
Effects: Asks China for aid in developing the island. When the next freighter arrives on the island, 100 Chinese immigrants will join Tropico as citizens. Most of these immigrants will be uneducated, but a handful will have high school or college degrees.
Bloody hell, I've completely forget about that! Although I can't seem to recall, is that once off thing though? Or able to repeat over a period of time?
Yep, but that wasn't my point. Food, mining and some vacanted uneducated job positions were a big share of profits from selling them overboard however it got solved by itself anyway as I had about 300 people moved to my island.
Big yay.
I have at least 1000 now, so importing in food is hugely expensive to cover everyone's needs over a period of few months.
My new idea is for a 0 corruption setup. I tried Chief of Police (as a break from Booze Baron imbaness), Military Coup, with Vigilante and Incorruptible for less crime (plus Green Thumb for pollution as usual).

Ooh, I never thought about that. That is actually impressive method, rather than my thoughts of closing down all of the schools haha :P
