THis isnt really a spoiler so here's the step: When asked to raise pay to 20$ DON'T do it unless your ecomony can sustain that and still get very steady profits.
What makes Mission 20 so hard is the list of things to do. Most missions have maybe 6 or 7 major things you must do. On 20, you'll have 14 or 15 VERY EXPENSIVE things to do, and the clock is ticking.
If you must know and don't mind spoliers, look at the list of steps here:
Mission 20: Tropican Utopia
1. Population of 100 people
2. Set 20$ Minimum Wage
3. 300 People
4. 2 Hospitals & 2 Cathedrals
5. EDICTS: Food for the People, Free Housing, Social Security
6. 3 Monuments: Christ the Savior, Nuclear Program, Golden Statue
7. DO ALL THE ABOVE BY 2012

Mssion 20 is about halfway down that webpage.
That same wiki also says that the optional quests are to raise the satisfaction of each faction up to 65%. For me, that didn't seem optional. I HAD to do it for the next step to trigger.
As you can see, the 20$ wage is #2, and #3 on up will not activate untill #2 is done. So if you prematurely complete #2, you are stuck with that wage, you CANNOT lower it, the game prevents it. So once you get to #6 you are going to need tens of thousands of dollars to build those three "monuments" and a 20$ minimum wage can make saving up money very tough if you are not properly prepared.
Keep in mind that since it is the last mission, your people are moody, crime will be constant, disasters will happen, and rebel attacks are common.
For this game, this mission is particularly hard. But as far as video games in general are, this game, by comparison isn't very hard.
Had a nice mix of tourist and industry...
