YESSSSSS! I wish that was the case.
If things get bad and you don't want to be invaded, then drop a nuclear program building down. As long as your balance is positive you won't be invaded. This will give you time to convince those so called super powers that your really a nice and helpful Presidente. Making an alliance with the U.S or U.S.S.R will also keep the other from invading.

What if, when the super-powers attacked, it's in waves. That way it's easier to tick them off/ They will attack with a weak land force then progress to serious attack force. That way, depending on the military, El presidente may hold off the 1st and 2nd wave of attack. During which diplomatic options will appear in order to settle the conflict.
