Report a translation problem
In general, AoE means"Area of Effect". I would assume this is relating to something that covers a specific area. For instance, the Garbage Dump would have an Area of Effect surrounding it, showing where it lowers pollution. The Power Plant also has an Area of Effect, providing power to all buildings within the area.
