Tropico 4 Crash on loading Small Random Island

I have a very frustrating problem that transcends all patches. Whenever I create a random map with the smallest island size, 1-eleveation, and moderate to high vegetation & minerals the game crashes when trying to load. If set to smallest island, 1-elev, max veg and max minerals it will CTD EVRY TIME PERIOD. It actually gets past all of the loading screens and only crashes once it tries to display the actual island. If you switch to a larger random island, add elevation or reduce veg it works fine. It only happens under these specific confdtiions. Anyone else have this issue?
