Weather station is bull-refuse.

I was just smashed by a tsunami. I have a fully staffed weather station with all possible upgrades, yet a tsunami came out of nowhere. What's the point of upgrading the station if it doesn't do what it's meant to?

Seems it has to be fully upgraded at beginning of year to prevent casualties.

Look at the accumulated cost of the station - it's been running for years at the screenshot time. Also the wages are set high to make sure the same people gain experience and stay there for all their lives.

Campaign missions sometimes have scripted dissasters that can't be mitigated with the weather station.

Might be... But in such case Penultimo should say for example that even he is better at predicting the weather than the workers or that the region is very unstable. Anything to hint the trouble.
