second - electriity depends on how many workers and amount of stocks (coal,gas. ...) have you got/import
third - important thing is how many buildings consuming electricity have you got in one area
fourth - you can always build more electricity stations and wind turbines
To 2) At least the power plant which is driven by gas don't need any imports. Never tried the coal one, so I'm not sure about this one. Nuclear power needs to import uranium, that's for sure.
To 3) All output is counted together on one island, even if the areas don't overlap. You can put a wind turbine on a remote hill and a big uranium power plant on the coast and consume the combined output on the hill, no problem.
The output of coal/gas/uranium power plants depends on the number of workers and their current working experience! Workers will try to get the job with the best working conditions for their qualification. If the working conditions (wages!) are the same, they will still try to keep the different facilities filled up to the same degree.
If you want them to stick to the power plants, raise the wages a little bit.
