Also not all water qualifies, you can only place it where there are fish. If you select the wharf, you will notice green areas all around your island on the minimap, and green board around the shores. Put it as close to those as possible. Red means that the fish there are already fished fished out too much, can still place but won't work too good. Some lagoons and river like water bodies don't actually let you build a fishing wharf, these don't display any fish levels, green/yellow nor red.
Also if you had a recent oil spill, there won't be fish anywhere.
