Report a translation problem
You say how many markets and farms you have but that's meaningless without knowing what the rest of your island is like.
Personally I think his problem is a lack of garages and people having to walk for so long they starve.

I have about 400 people and lack of food. 3 farms and fishery can't supply them.
Traffic jams makes teamsters job harder. I forgot to increase import value more than 5000$.

Building more restaurant( I have only one) and increase import volume may help my people.
What they eat(except corn and fish)?
For example, have an industrial road loop that goes from the for profit farms/plantations to the factories which leads to the ports, generally making a circle around your main city. Then have a second loop inside the city for services traffic, with two intersections connecting the two loops.
Spreading out your city also helps, creating a small suburb for farming with it's own chapel, restaurant, garage, clinic and housing.
EIther there is not enough food or your citizens can not reach the food.
The three things I just mentioned should fix both if both problems exist.
One farm supports up to 50 citizens. If you have less, you need to import the food. Survivalist will reduce this number.
Now my little island have no problems with food.
Improving road connection is imposible on this island because of lack of space but in next I will better plan constructions.
I'm pretty sure restaurants do fulfill the food requirement; I think one of the in-game tutorials even said so (one of the few actually helpful hints in a game that generally lets you figure out the fine art of benevolent dictatorship on one's own).

Beyond that I guess it'd be a good way to kill off the unproductive elderly/unemployed on the island, though there's probably a downside I'm not seeing right now.
