These are instructions for modding Tropico 3's soundtrack, but Tropico 4 uses the same file format, so it should work.
Alternatively, if you own both Tropico 3 and 4, you can take the Music.hpk file out of Tropico 3's directory, and place it in Tropico 4's Packs/Boot directory. This will completely override Tropico 4's soundtrack though. You can rename Tropico 4's Music.hpk first, in case you want to swap back to it later. But if you want both soundtracks in the same game, you'll need to follow the above link.

useless. Better find some youtube video/playlist where BOTH from 3 and 4 is in one.
Well you can listen to whatever you want, that's the point. Personally I found a live stream of latin music, it works pretty well.
You call it useless, but I find that it is the simplest way to listen to the music you want while playing Tropico.
