Tropico 4 without the DLC: almost €3
Tropico 4 + DLC: €5.

i did buy the Tropico 4 collector's bundle, from the steam store page for €5,99.
Remember you'll have to register a account for this game when its open. So you'll have some DRM. You have been warned.
You have two "versions":
Tropico 4: Steam special edition (This is just Tropico 4)
Tropico 4: Collector's bundle (This is Tropico 4 + All the DLC)
In my opinion, you should buy the collector edition.
Cause of all the DLC, the game gives you more buildings, nicer looking art/trees/statues and some cool 'modern times' DLC. And its only €2 more. The dlc is worth more than €25, so getting it for €2 is a good deal.
