Second, remember that the service quality of a cathedral is generally much higher than a church. In my winning mission 20 city, I had five cathedrals and one church (just to get the faction major demand covered):

That was good enough for religion happiness in the low 80s, IIRC.
EDIT: So I just build more and try to get them better experienced?
You might want to invest in a tv station airing "learning with larry", along wtih the edict "papal visit". That'll help. Maybe have your presidente visit the cathedrals and churches.

Basically you play exactly the same as if you were a junta imposing martial law, except that people will still like you. Of course said people will all be dumb as bricks and you'll never move past a farm based economy, but hey that's just more realism for you.
100 religious satisfaction is usually not that big an issue that way. Even without the edicts that pretty much kill every kind of standing with other factions (like book bbq, contraception ban and the like).
