Where shuld I place food markets. Inside he living quarter hubs or near garages? I usually place a pub, a clinic and a marke inside a well made of tenement buildings.

Place your garages around living quarter hubs, and clinic, market, restaurant, pub next to the garages. But preferably make it so it's possible for people to just walk from their tennaments to the market/clinic/restaurant/church from their homes, so they don't actually need to clog up the roads to fill their basic needs.

Worker gets food when their food bar is low. Can be before or after work.

Place your market(s) near residential buildings next to garages.
