Why no exports?
I'm in that island campaign where you have to export a lot, however I have many industries around, most related to quests given by foreign countries (i.e.export jewels, export lumber etc.) but none are exporting anything. I have roads, I have teamsters, I have garages, I have plenty of docks, I allow imports, the industries say they are producing but it is all just stored. The docks say zero exports. I have some exports but they are of things like beef or sugar. Even those seem to be exporting little. The industries have been there for years and haven't exported a bit of anything (i.e. objectives look like 0/500, 0/2000, etc.)

I'm guessing not enough teamsters and not enough docks.

As it was said, teamsters and docks are most likely to blame. If the teamsters are not in sweatshop mode, do have plenty. I don't have a rule of thumb other than to keep an eye out on outgoing resources. If they seem to take a long time to leave it's source, add more teamsters. (their location is relevant, so try to place them on the main arteries for moving goods. Also, Not near each other.)

Also, docks have a limit of exports. I think it is the stack of blue crates on the right of the ship that shows the exports. Even if export flow isn't an issue, it is always a good idea to have at least 2 docks in order to earn $$ faster.

I highly recommend FritoPatata's Transportation Guide for Tropico 3, which still works for Tropico 4. Traffic jams are the main problem to productivity, where teamster's trucks are stuck in traffic jams at intersections in downtown. Making sure that there's a route from the outlying farms/mines AROUND the down town services/habitation area to the factories and docks really helps.
