And they play a big part in the game. Every now and again, the rebels will attack a building and your army needs to attack them. If your soldiers lose, the building will be destroyed.

Once in a while when you improved some conditions (like, after you build a cathedral, hospital or houses, and waited for a bit to let them take effect), you might want to issue an amnesty to make some people reconsider, then instantly after when you have relatively few rebels (like 6 vs. your 15ish soldiers) lure them to strike them. It's far easier to crush 5 rebels twice than to fight 10 once.
