Population limits?
My population never goes more than 1,600. My city is running out of workers and they only come if I raise their wages to more than 40, which causes an imbalance to most of the jobs nearby, making me have to raise all of them - the population still does not exceed 1,600 and immigrants have stopped coming all of a sudden. Mind you, immigration office is open doors and have not recieved any kind of event that would make them stop coming. Even the Chinese stopped.

Happiness rating is pretty good at 90%.

I've never actually gotten my population that high (just recently got it to 1000 in one city), but if it refuses to go higher (and you don't have the llama flu event active) then maybe it is a hard-coded limit. The only other thing I can think of is that your citizens are very unhappy and they are emigrating (or becoming rebels) as fast as they are immigrating. Try banning conctraceptives (if you haven't already) and see where it goes.

1,500 is the soft population limit. You can simply hire tons of workers from abroad if you like. Alternatively there is a way to change the limit by messing with a few files, but I can't quite remember which ones.
