Well I can say with 100% certainty Simcity 4 plays out like that, it is 16 years old and still a better game than tropico 4.

Of course that is not interesting to you because you are socialist jajajaja, But seriously the socialist part in the game is well done, but the capitalist part is lacking so, why there is a capitalist option if there is no development of it?, it can be integrated without auto-gaming as you mention but it will be nice if the option is there to try and play with different methods like left, center or right oriented economy and society, or even drive them to the extremism if you like and see what happens, for now the game is almost complelty left oriented
Dont forget that augusto pinochet was a far right dictator and he installed a capitalist economy and his power never was weaken by doing that, he lost the elections because he was confident that he will win but he loose LOL, but if he decided to mantain is power through the military as he previously do he surely still be here.
