If you have many military buildings, and they are leeching your work force and money, you can fire them by closing the slots, then opening again when you think you need more.
That won't work during a coup/rebel attack though. Only the soldiers and SWAT that were already employed at the start of the attack will respond to the crisis. Opening the slots too late won't add to their number.
SWAT aren't even counted as military, but they work both as soldiers and as police.
It is a good idea to always have the Generals, Soldiers, SWAT, Firemen and the Police buildings/training at the Special Forces / High Alert mode.
Conscription is not really recommended unless it is useful in a mission. Military Modernization is a must.
All the Ministers should also have at least one of their abilities at the highest level, was it "Excellent"(?), so as to get random bonuses. If the Ministers have bad qualities, they can screw up and cause negative events.
