It can take a while for someone to grab that bananas
If you change fruits on a field it takes some time the new plants grow in a harvestable state
Your People dont have enough to eat so they eat bananas
Your food get hauled to marketplaces

check that out first

Not a glitch but it takes a while to get started. Try adding a teamsters office which would add more workers to speed up transportation of goods to market or port, this usually happens if your population consumes all the bananas produced by your city.

I had this same issue except it was to export fish to USSR.

I built 2 fisheries and waited. I could clearly see the teamsters picking up fish, no crates were piling up in storage area. After a long time with still 0 exported I built 2 more fisheries. I assumed maybe my people were eating every single fish so none would be exported...idk. Seemed odd since I only had a couple farms but still managed to produce enough crops to export and feed.

Even with 4 ♥♥♥♥♥♥♥ fisheries 0 exports. So, I snapped.

Check this out, I dedicated an entire beach to fisheries. I built 9 with its own dock, 2 teamster offices, 2 garages...the works. FINALLY, after my manually hiring employees to each one and months go by i exported 90/500. Progress at last!!

It took a long ass time, but then it went to 120. And stayed there.
So stupid.
There were far more than enough teamsters and garages. All resources were being transported and it was all good.

It definitely feels like a glitch. Something was no right.
13 fisheries, a population of around 200, all fully manned, PLENTY of teamsters and garages. There is literally no logical explanation besides a glitch. This never happened before or after.

Fishing warves deplete the fish stocks around them, so if they're close enough they'll just kill all the fish and not make anymore.

Also if you have any canneries the fish will get dumped there and turned into canned fish, which doesn't count as 'fish' for export quests

Sounds like the fish is either eaten or used in your factories. I'd suggest to build more food sources and close down the canned food factory for a while. Im not sure what happen if you forbid canned food to be exported i never did it but maybe you want to try this too.

The most El Presidente solution would be to build a second habour faaar away, dont connect it with your existing roads and connect a couple fresh fishing warves. After you finish the mission bang agent sasha and miss ananas while penultimo hangs over the bed in a cage and never look back or accept that mission again.
