Wind goddess mission help?

I cant seem to finish this mission its getting so frustrated , I keep my money under $50k to avoid volcano god the wind godess every two years just blow away my houses and I cant build fast enough , I try to avoid building tourism to avoid extra income and errupting volcano so I dont have quick build , I try to sepearate the houses but nothing seem to help, maybe a 2nd construction office or cement factory would help? this is the first mission I couldn't finish and its so annoying

Then don't build houses, build army bases. They're cheap, has good housing and provide its own preventive buff so you can add different buffs on the clinic and hospitals. Or their very own shack, they're very easy to replace and make their housing demand satisfied. Now all needed is to suppress their need to stay home with some local Tropico entertainment.
