I think the mods at www.tropicomodding.org still work. I use some of them. Here you can find some more, especially the one which removes building limits.

When I clicked on that link, GDrive said "This folder is in the owner's Trash" and I have to ask the owner of the folder to restore it ... :-(

sadly, none of these links work. The Google Drive is gone and the tropicomodding is closed as soon as I open it, it might be getting blocked by my anti-virus.
