Quite possibly. It might be worth lowering your wages across each education level and firing workers who aren't doing anything.

Well, the nationalists get upset if the average wage is lower than the Caribbean average, which increases over time until it reaches $20. And you can adjust wages to manipulate where your workers choose to work, since they prefer jobs with higher Job Quality.

I read somewhere that raising wages past the Caribbean average will make more immigrants come to your island. Is that true?

20 is too much. max endgame wages for me were like 15-21-30

and yes, higher wages will increase ppl flow. also emigration building with 'open doors' will add +67%, so you will get like +60 ppl per ship.

5, 8, 15 are my wages. Some people had their doubts, but they are dead now.
I always do 10, 15 and 20 since the first one. Never failed me.

I don't have trouble getting plenty of immigrants even with low wages. As long as you have the customs office set to "open doors", people will immigrate when there are job openings. "Job satisfaction" is just one of many components of happiness and loyalty. The default rent for an apartment is 3. Since I like giving them apartments ASAP, it's just important to bear in mind that it's out of a single uneducated worker's price range, although a married couple can afford it. Perhaps this encourages marriage. When I have a surplus of apartments and there are still considerable shacks, it's time to lower the rent to 2 and raise their wages to 6. It's good to pay dockworkers a little more than the going rate for other unskilled labor to make sure they don't leave or are quickly replaced if they do. I also find that if there are many more job openings than population to fill them, lumberjacks are quick to leave; so it might be necessary to pay them a little more as well if the logs are important to your economy. High school teachers should likewise be paid more than other h-s-educated women, and university profs more early in the game. Most other jobs for "professors" (such as in the science academy) are cushy, so their salaries must come down to below that of college professors if you want the latter to stay where they are. Check job quality figures.

I had issues with job positions not being filled fast enough with low wages, as well as just having that higher satisfaction helps with multiple objectives.

Same here. What's socialism good for if you must pay employees well anyway? ;-) I try hard to make my people happy in every other respect instead, raising wages only late in the game, and even then not by much. The only big exception is to raise unskilled pay to 6 while reducing apartment rent to 2, so that everyone with a job can afford an apartment. I do this as soon as I have considerable apartment vacancies with people still living in shacks. Sometimes pay should be adjusted in certain buildings or occupations to encourage people to work there and stay, or seek greener pastures.

I bet your problem is more logistics; your people are probably spending too much time getting back and forth to and from work, fun, eats and sleep. By year 2000 I regularly pay me peeps tiers of 24, 30, 36 with bonuses here and there for people I want to keep in skill sensitive positions like bankers filling my Swiss Bank account. Happy people score twice as much points as content people but maybe I could pay them a lot less. I think I'll experiment with that.
