However to play a Nazi run will be hard, you simply can't put in the race superiority parts of the ideology into the game as any Caribbean should be seen as inferior which means everyone is inferior by default.
Nazi is about as loaded a term as you can imagine, and people throw it around meaning very different things.
Do you want to play a Carribbean national socialist presidente? Do you want a roleplay scenario where some remnants of defeated German Nazis secretly infiltrated a small island and made their way into government? Do you not care about the intricacies of how Nazis ran their society and just want to be an evil ♥♥♥♥? Something else you have in mind?
IMO, the first one is basically just a regular nationalist playthrough. The second could be a set of interesting self-imposed goals and rules. You can't be openly Nazi because the world will come and crush you, but you can prioritize building a militaristic society and brainwash the people to protect yourself from being extradited, until you can make some sort of a superweapon. And the third needs no imagination and would be rather dumb, unless you really find it fun to be a racist ♥♥♥♥.
Late af, but whatever. No, Nazism and Fascism are not socialism. Socialism is to the far left, while the other two are to the far right. The word "social" in "national socialism" or Nationalsozialismus, is mere semantics. In simple terms, fascism is about having a strong and nationalistic state (Nazism is fascism with the added feature of being, well, extremely racist so to speak), while socialism is ultimately a stepping stone to communism, which is about common ownership and the absence of state, class and money. Sounds pretty much like opposites, no?

In the case of Tropico, it's socialistic in several ways, but not completely, nor does it (game-wise) look like it's truly attempting to create a communistic society. If we had to put it somewhere on the political spectrum, it would, depending on how you play the game and which edicts you use, be placed somewhere to the left of social democracy and to the right of socialism. You can make it even further left or make it close to the center, but you can't really make it into a fascist, much less Nazist, place to be. Sure you can make the national faction have many members, ban immigrants and get a powerful military, but that's about it iirc. You can't take away some of Tropico's socialist things like free food and education.
