As for other countries, I have all decent relations with them except the Middle East, which shouldn't be a problem.
Anyway, I will try it again today so I still need your help.
To answer your question, I did have 2 garages but I never paid any attention to the teamsters. I only had the default teamster's office the game gives you on a new island. Do teamsters affect the transportation of goods that much?
Second, Tropicans aren't always at work, and they don't seem to have regular work schedules, so it's best to have a few extra teamsters on hand when possible. Usually once I get above 150 population I build a second fully staffed teamster's office, on top of my garages.
I built extra teamster offices and garages and it did work. Even though I was still in debt at the end of the mission, the exports continued and I beat the mission. I'm on mission number 9 now, and have taken the teamsters more seriously.
