Is "Weapon Set" / "Swap Weapon" bugged?

While equipped with Weapon Set 1 you can only switch to Weapon Set 2.
While equipped with Weapon Sets 2/3/4, you can only switch to Weapon Set 1.
Basically, you can only use sets 1/2 since they can switch between themselves and 3/4 are useless

I don't have that issue, I can bounce between any set in any order without issue.
You may need to create a ticket or email the dev with the problem.

can you explain to me how you do it? maybe i'm just doing something wrong.
I go to "Misc Actions" or "All Actions" and click "Swap Weapon: 'main hand weapon name'/'off hand weapon name'".
I have also tried creating a hotkey for "Swap Weapon" and got the feat Quick Draw but it didn't make a difference

So it is a dual weapon option your working with. Not something I switch on or off.
I'll look into it in a few hours and try figure out what's going on (if I can).

Hopefully someone else that utilises that option can help you before I can get back to you.

maybe you misunderstood me. I'm not trying to switch between Dual Wielding and Two Handed Weapons.
I have a set with Nunchakus and a set with Kamas, would like to add a third Dual Wielding set but noticed it doesn't work

i sent an email to the dev and was told how to do it.
To swap between sets 3/4, Right Click on battle field > More Options > select weapon set

a) You were trying to swap weapons in the pre-battle inventory presets?
b) You were trying to swap weapons whilst in a battle?
c) You were trying to create a new preset pre-battle?
d) You were trying to create a new preset whilst in a battle?

Are those Yes/No points you were trying to make?

correct.
I didn't know i could swap weapons by right clickling on the battle field
