Buying training in the skill only unlocks it so that you can add ranks. You then have to go down to the little juggling icon at the bottom right of the page and click to enter the skill screen (I think the hotkey is x). If your character is a custom character (not a pre-generated kit), you will gain a certain number of skill points each level, which you can allocate to any skill that you know. Pre-generated archetypes allocate their skills automatically, which can be a problem for the crafting missions.
I find that the best way to think of it is that your ranks determine your character's maximum potential with the skill. Proficiency level determines your character's true skill, and your skill modifier combines skill with talent to determine how good the character truly is when a roll must be made.
Alternately you can go to any town with an adventures guild where you can pay to respec your skill points and then when they are reset, this time allocate some to the two skills for the quest.
There is a third option which isn't really part of normal game play and is clearly cheating. Go into the save files using something like Notepad++ and edit the units information on the line about how many unspent skill points it has skl_pts=2 [your number will be how many unspent skill points the character has instead of 2] Change the number to whatever you'd like and save it. Next time you load the game you'll have more skill points.
Pre-made ones do level up their skills automatically
So i retarin one pre-made character then go training woodcutter and miner at Artisan guild then use skill point to get Rank. It works fine
There may or may not be a certain sword I want but can't afford lol
