I wouldn't call it 'useless' early game, but this means it will generally help against low AC opponents (such as those whose primary form of defense is a solid DR) and against opponents who have lost a large amount of their AC (such as enemies that have been paralyzed or are Tripped). You can probably get more use out of it by having high attack bonuses and by using flanking rules and such to get more AB.
Personally, I'd love to see a simple on/off power attack toggle.
The original Power Attack calculation and decision may be a bit of complicated and tedious for normal players, especially those who have no dnd background. So we adopted the current automatic algorithm.
Anyway, in all probability, we'll provide a manual Power Attack and Full Attack option in future updates, especially Full Attack.
