save to cloud issues

Is anyone else having trouble with the save to steams cloud feature? I open steam, right click on game go to properties and turn it off. I do not want or need my game saved to cloud. Yet it doesn't seem to save my choice / preferences as when I open steam the next time I once again get the 'steam cloud not up to date' and have to disable it again. I have fairly frequent power outages so its easier to play offline when that happens but it seems to freak the cloud feature out.
