If you can get a colony of the type of product you want, you can get it for free and ship it.. But its a bit tircky to get colonies I think..
Example: one of my cities has a level 17 Textile Mill that turns 2 Cotton into 1 Fabric, and can produce up to 9.78 Fabric per day. That means it needs 19.56 Cotton per day. Assuming you can supply this nearly 20 Cotton per day, and then sell the nearly 10 Fabric per day... I suspect it will slowly level up until it fails to obtain enough input materials, or if the output won't get sold enough. The devs mentioned something along these lines in another thread, but did not give detailed specifics. Until they do... study those Textile Mills! :-D
